France to Relaunch its Social Leasing EV Program in July

France will relaunch the country’s social leasing electric vehicle (EV) program on July 16, 2026 as part of its effort to make electric cars more affordable for lower-income workers. The program is designed to help people who rely on private vehicles for work but cannot afford the high upfront cost of buying a new EV. Instead of purchasing a car, eligible drivers can lease one at a monthly cost of less than €200 ($228), making cleaner transportation more accessible.

The program is available across Metropolitan France, the country’s overseas departments and regions, and Saint-Pierre-et-Miquelon. It focuses on helping workers who need a personal vehicle for daily commuting or business travel while supporting France’s goal of expanding the use of electric vehicles.

To qualify, the applicants are expected to meet certain income requirements. Their reference tax income per share cannot exceed €16,880 ($19,271). They must also show that they need a vehicle for work. This can be done by proving they travel at least 10 kilometers between home and work using a personal vehicle or by showing they drive a minimum of 8,000 kilometers annually for work purposes.

Employees must also provide a certificate from their employer, while self-employed workers need to submit supporting documents. The government has also introduced an online simulator to help people check whether they qualify before applying.

The leasing contracts must last at least three years. Drivers can either return the vehicle when the lease ends or choose to buy it at its remaining value. Each month’s lease payments will stay below €200 ($228) for a minimum yearly mileage allocation of 15,000 kilometers. However, insurance and optional services are not included in the monthly payment.

Only new battery-electric vehicles qualify for the program. Used electric cars and converted vehicles are not eligible. The government will cover up to 29 percent of the vehicle’s purchase cost, with financial support capped at €6,500 ($7,421). The subsidy may increase to €9,000 ($10,275) if both the car plus its battery were produced within the EEA (European Economic Area). An extra €500 ($570) bonus is also available for vehicles with electric motors made in the same region.

France aims to support 50,000 electric vehicles through this round of social leasing. Several automakers, including Citroën, Renault, Peugeot, and Volkswagen are preparing affordable leasing offers, with some models starting at less than €100 ($114) per month.

The program also supports Europe’s manufacturing industry by favoring vehicles produced within the European Economic Area. At the same time, it makes electric vehicles more affordable for ordinary families. By reducing monthly costs instead of focusing on expensive purchase prices, France hopes more drivers will switch to electric vehicles, helping both household budgets and the country’s clean transportation goals.

For North American EV makers like Lucid Motors (NASDAQ: LCID), the leasing program is unlikely to be available to them since France is looking to support electric vehicle makers within the EU economic bloc.
