The European Commission has launched a new funding program to help electric vehicle (EV) battery manufacturers expand production across Europe. The initiative offers up to €1.5 billion ($1.73bn) in interest-free loans to eligible companies, showing the European Union’s commitment to strengthening its battery industry and reducing dependence on foreign suppliers.
Applications for the program are now open and will remain available until September 30, 2026. The funding is being provided through the Battery Booster Facility, a scheme introduced in June as part of the EU’s wider industrial strategy. Unlike previous support programs that mainly offered grants, this is the first time the European Commission is providing interest-free loans specifically for EV battery cell manufacturers.
The money is being provided by the EU Innovation Fund, which is bankrolled by revenue generated via the EU Emissions Trading System. Under the program, companies can receive loans covering up to 60 percent of eligible project costs. Each successful project can receive a maximum of €500 million ($576m), giving manufacturers significant financial support as they expand production.
The Commission said the loans are designed to help companies during the production ramp-up stage. This is the period when battery factories begin manufacturing products but have not yet reached full commercial operations. It is often one of the most expensive stages for manufacturers because costs remain high while steady income has not yet been established.
To qualify for the funding, companies must meet several requirements. Their projects must be located within the European Economic Area and focus on producing battery cells for electric vehicles. The manufacturing plants must already be in the production ramp-up phase when applications are submitted. In addition, the plant must be the company’s first commercial-scale battery cell factory anywhere in the world and be designed to produce at least 10 gigawatt-hours of batteries each year.
The European Commission will assess applications based on several factors, including the technical readiness of each project, its financial strength, and its expected contribution to Europe’s battery industry. The Commission hopes the program will encourage private investment while helping manufacturers increase production capacity.
The new funding comes at an important time for Europe’s battery sector. In recent years, several major battery companies have faced financial problems, including Sweden’s Northvolt, Porsche’s Cellforce venture, Automotive Cells Company, Volvo Cars’ Novo Energy, and Norway’s Morrow Batteries. These setbacks have raised concerns about Europe’s ability to compete in the growing global EV market.
Today, Chinese manufacturers produce more than 80 percent of the world’s battery cells, and many European carmakers rely on Chinese suppliers for batteries and technology. Through this new loan program, the European Commission hopes to strengthen local manufacturing, support long-term industrial growth, and build a more competitive and resilient European EV battery industry.
It remains to be seen whether the batteries made within the EU will become competitive enough to attract EV makers like NIO Inc. (NYSE: NIO) away from the China-made batteries they have been incorporating in the electric vehicles they make.
